Te Āhua o Te Tūranga – The Nature of the Position

We're looking for an experienced Programme Lead to lead Services ISB's contribution to the Ministry of Education's Industry-Led Subjects programme.

Services ISB has been commissioned by the Ministry of Education to lead the development of two Industry-Led Subjects for senior secondary education. These subjects will create meaningful pathways between school, tertiary education and employment, helping learners build the skills and knowledge needed for future success in New Zealand's services industries.

As Programme Lead, you will provide strategic and operational leadership to ensure programme milestones, governance requirements and deliverables are successfully achieved. Working closely with the Ministry of Education, other Industry Skills Boards, industry representatives, subject matter experts, Māori stakeholders and shared programme services, you will drive collaboration across multiple organisations to deliver meaningful outcomes.

This opportunity is ideal for a highly organised and proactive programme leader who thrives in complex environments, enjoys building strong relationships and can successfully navigate ambiguity while maintaining momentum towards key deliverables.

What You'll Do

  • Lead the end-to-end delivery of Services ISB's Industry-Led Subjects programme
  • Develop and maintain programme plans, schedules and work programmes
  • Act as Services ISB's lead programme representative with the Ministry of Education
  • Coordinate programme workstreams and ensure delivery against agreed milestones and contractual obligations
  • Lead industry engagement activities, workshops and consultation processes
  • Build productive relationships with the Ministry of Education, other Industry Skills Boards, industry representatives and Māori stakeholders
  • Prepare governance papers, programme reports and compliance reporting
  • Manage programme budgets, risks, issues, dependencies and deliverables
  • Support procurement and contract management activities where required

What You'll Bring

  • Demonstrated experience leading complex programmes or major projects
  • Experience working within New Zealand government, education or public sector environments
  • Strong programme governance, planning and stakeholder management capability
  • Experience managing budgets, risks, reporting and programme performance
  • Excellent facilitation, workshop and stakeholder engagement skills
  • Proven ability to build trusted relationships across government, industry and education sectors
  • Understanding of Te Tiriti o Waitangi and culturally responsive engagement practices
  • Strong organisational, communication and influencing skills
  • The ability to work independently and effectively within a lean, high-performing organisation
